Parliament approves second amendment; House authorised to abolish monarchy
Five months after it was promulgated, the Interim Constitution has been subjected to second amendment after the parliament, with overwhelming majority, approved the Second Amendment Bill on Wednesday evening.

The amendment to the constitution says that the parliament can abolish the monarchy. In the same set of amendments it says that parliament can pass a "no confidence" vote in the prime minister, provided there is a 2/3 majority.
So, my question, what majority is needed to abolish the monarchy? Without any provision or clear ruling these uneducated nut-cases leave themselves open to chaos.

Dr. Prithvi,
It says clearly that 1/4 is requried to table the notion (to abolish monarchy) and 2/3 required to pass it.
Basically, the Bahun faction of the Nepali Congress has now tied its survival to the survival of monarchy. Because if the NC cannot have more than 1/3 majoirty in the parlimanet at all times, GPK can be voted out. The same applies to Gyane.
This whole episode just makes the need for a democratic alliance stronger than ever. That's all.

As everyone seems to be busy talking about what is good for Nepal and what is not. No one leaves any stone unturned when it comes to blaming someone for this and somebody else for that. And, in the midst of all this, the one thing that most significantly defines democracy—elections—is sidelined. So the obvious question becomes who wants election in Nepal?

You are still defending Gyanendra's coup which was condemned all over the world. For you that was not ILLEGAL, UN-CONSTITUTIONAL and CONDEMNABLE. it was not to save the nation but post coup activities have shown that your master was (valid now also) power hungry to feed you for barking against the people.
Gyanendra was forced to reinstate the parliament perhaps that was unconstitutional. After that every thing are constitutional with qualified majority. new consititutional, new parliament, new laws etc. etc. whole world is accepting it except bakshsi badi.
your countdown with Gyanendra is started already you have to bark with harddog lauder, because after nov. you have to work for bread you will get nothing through barking.

This parliament doesnot represent Nepali people so all the laws it can pass is for CA, Stop blaming Darbar for everything. Prachanda is sayling loud and clear that they are not interested in part of the goverment, this is a ploy by them to capture the Satta.
However if any one thinks no international community wants to keep Monrachy, he/she is wrong. The americans are clear. Now look at the case of India, this bill was not presented in parliament for a long time. As soon as UML returned from India, this bill was presented. Suyra Badhur Thapa, RPP, all voted in favour. SO its clear, india has told UML monarchy should be there, UML took into confidence NC and the result.

HEY BASTARD TERRORIST...you removed another of your ID Ross Gurung from the discussion Forum.
The IDs that you have deleted now are ... Bishnu, Innocent, Ross Gurung.
Your other IDs still exist... Lumbini, SMS, realnepali, mitra
Why do you run away from the forum after accepting that you have killed and raped people in tandem with your other SPAM brothers? You are a dastard bastard.

you are right after the election people’s mandate will count. Without consent of the majority of the people nothing will be possible. The people of Nepal will have the real voice and they will decide whom they feel desirable. Let the devils shout and scream with abusive worlds. Just avoid them and they will by their own stupidity will go down to hell along with their master the fraudulent avatar of Bishnu who lied and deceived the God abiding Hindus of Nepal.
