Where is the Mandate?
A decision without public debate and people's mandate is not acceptable. Democracy also means not bowing to terror and violence. Compromising with violence in the name of peace does not solve the problem, let alone bring peace. It is like appeasing a wild tiger with a few morsels of meat. It will come for more and more.

dissatisfaction>need change>maoists>their words>poor people and victim of upper society>a small power of people> farsighted South neighbor>help on shelter and ammunition>a big power based on loot>supported from south providing guns> blind nepali janata>corrupt Netas>base less ministers, South dhupaure>a big isue>brained washed student>a disaster with king>nepali behavior, (monkey)>supports maoists.Great political crisis> maoist power=benefit to south.
Mandate can be made anything, it is not necessary that hipocrates should maintain the mandates. Out Netas are the great hipocrates in the world. Maoists are the killer hipocrates. They take money to kill people and kill money givers too.
So, first Nepali people shall think about the truth, People(basically students) should stop supporting them.

“Nepal is to be divided and made federal.”
How will the country be divided if it is made Federal? Does Mr. Shrestha mean that the obsolete and outdated feudal system that we had earlier can keep the country intact. You are totally wrong. Country can be united only by giving equal status to all the people. Inequality brings disparity between the people. Disparity brings trouble. Today’s problem is not the result of Maoists or Girija asking king to abdicate but long period of feudal system that allowed only a handful of upper caste people to rule and take advantage of the country’s wealth While the majority of people lagged behind. It was long overdue for the king to exit and introduce democracy by treating all the people equal. Only by treating all as equals can we bring prosperity and peace in this 21st. century.
To your question
“Is there no difference between bullets and ballots?”
I would like to ask you
“Is there difference between bonded people and liberated people?
Any form of repression yields violence. Every fight against the repressive government results in violence because those who enjoyed power do not yield it easily. Just because there are some violence that does not mean that we sacrifice our freedom and get back to the bonded society headed by the King and orthodox Hindus who are more closer to India’s RSS than Nepal’s peaceful Hindus that had lived in harmony with other religion for so long. Secular state is a must to dispel the flawed Hindu scriptures like Manusmriti and the 18 puranas that discriminate women, lower casts and the untouchables. Mr. Shrestha you live in America one the forefront of Democracy, will the freedom loving Americans accept to live under monarchy like ours? Definitely not. As for the mandate Mr. Shrestha was looking for
“Janandolan II gave the go ahead and free and fare CA polls will provide the clear mandate of the people.”

" Dharmo raxati raxate " ( Virtue defended,will defend us )
" Anekta ma yakata "- "Yakata nai sakti ho " ( " Unity in diversity " - " Unity is strength " )
The article written by Dr.Tilak Bd.Shrestha, titled " Where is the mandate ? " has been found very successfully representing the silent voices of millions of Nepalis, who are against violance based politics in strengthening democracy,in seeking their democratic rights be exercised in democratic way. I found the article exceptionally outstanding and appreciative in terms of raising the question of mandate which is the most required element of democracy and inabsense of which no decision, proposal and act can be accepted as valid, approved legal and democratic. There is no any other supreme power and authority other than the competent general people of that country who can only decide the fate of country and theirs as well,so any other power or groups ( Political parties ) who undermined or the bypassing the general people in seeking their mandate to run the country and change in the fundamental and basic issues of the state can termed null and void and undemocratic. That is why the issue of mandate in order to carry out all the basic and fundamental deeds is a must which the current article has very rightly, justly, legally and democratically raised with enough facts and factuals. Thanks Dr.Shrestha for raising such a very important and valid issue,I beleive,it would certainly open the eyes of larger sectors concerned.
Of course, last April's people's movement was certainly for the change in the country and the people have tp some extent mandated to political parties to do essential act in order to have further betterment to them and country but not doing all bypasising them or totally ignoring the main norms and value of democracy. It would be very danger and most fatal to take the last perople's movement as provided all the mandate to certain handful of political parties to carry out anything they like including basic and fundamental issues of country and people.Indeed, people have not legally and democratically mandated to the parties concerned to drastic change in the current structures of state without seeking their fresh and valid mandate, they have just given a kind of approval to go to CA election for having changes in the state and its functions through that democratically elected body who only have mandate to do accordingly.
Whatever the things are going on at this moment in the country through the so called interim constitution, interim parliament and selected political groups, are mostly lack of proper, legal and democratic mandate which used to give by people vide democratic exercise.
So,what can be said at this very unfortunate and sad time other than " In the name of democracy and people there is a might is right and jungle law " and through which people's real aspiration to have peace and democracy need to achieved ". Jay Nepal !

I also think that Dr Shresta has written a valuable article which contributes to what we all want for Nepal. He is balanced and unbiased in what he says, asking the right questions and giving some opinions on what he thinks should be done.
(I hope we are increasingly seeing the voice of reason on these discussion boards rather than retaliatory rhetoric. Keep asking questions of the politicians, if you are in Kathmandu, write to them, maybe even send them a copy of some of the articles on Nepal News.)
Back to the article, if we add together the authors theme and several others here recently our unified message and questions to SPA-M should be:
Quote
What is your mandate?
What is your manifesto?
Where is your leadership?
This should almost be our flag or standard to these people, let's start using it

Ms. Aung San Suu Kyi
We can’t get over the facts that very few actions have been undertaken so far to release this Asian breed and twin sister of Florence Nightingale, “The Lady with the lamp”, of Crimean war (1854-1856); namely, Ms. Aung San Suu Kyi since her house arrest in 1989 and after she topped the general country wide election in 1990.
Once more let us remember the unforgettable words of Emma Lazarus engraved at the base of the statue of liberty in NY:
“Give me your poors, tired ones,
Who in intensive files aspire to live free.”
Time and again, human beings have to go thru’ the real ordeal. As yet, how many freedom fighters would be sacrificed? Hopefully, our involvement regarding Ms. Aung San Suu Kyi would help make much echo and commotion. Has it got enough relays amongst the official institutions? A Geneva based another branch of Human Rights Organization, inaugurated a few days ago, is much in demand at this juncture of the world events.
The incursions and the raids of Karen activists across the Thai frontiers in Chiangmai region and the rebels around the northeast Burmese heights of Indian territories have become too common to epilogue any further.
Democrats must constrain the UN and the ASEAN member states to put Burma (The Union of Myanmar) under the constant threat of commercial boycott and political isolation and prevent the junta government of Rangoon from trading with Thailand, Malaysia and China. This change is long overdue. Furthermore, politically India could hardly do anything concerning Myanmar, except get the general outcry and blame of cross border interference in a sovereign state. China would profit from this situation and would certainly find the lame excuse to show its muscles, driving this lady with the Burmese population to further despair and grievances. In addition, China is the main supplier of household commodities and requisites to this country right after its independence in 1948. When communists and Karen rebels began their political claims addressed to the central junta government, the latter made repression as its main argument.
All the while, many Ruby jewel merchants from all over the planet make their trips en catimini via Hong Kong to the remote ends of Myanmar under strict military surveillance in order to buy the precious jewel. Some societies like Total continue their drillings for petrol findings as well as the layout of pipelines.
In effect, democracy is challenged everywhere, where the dictators or opportunists and the religious zealots grabbed the political powerhouse. Indeed, countries like Afghanistan, Iraq, Sudan, Somalia, not to mention, Iran and so many others in parallel such as Belarus, Russia etc. have to go thru’ a thorough correction of regular democratic regimes in order to stabilize the supremacy of the same over all other despotic ones. People in these countries are not accustomed to the practice of democracy.
As yet, many more years would be certainly required to get them used to it. The spectre of communism is vanquished. Beware the felonious tyrants!

This is the most and main concern and tension among the many silent general people, who neither would like to take way of violance nor their good sense permit them to do so for having their rights fairly be granted for exercising in a free and fearfree manner, for not seeing and feeling an atomosphere to use their conscience in a democratic way.If there is a comnplete democratic norms in full practices at this point of time there should not be anything as such really needed to be worried and much concerened about the what sort of result it might be come out of free, fair, impartial and fearfree democractic election and no matter which political power or party may come rule the country since all these can be considered fully based on valid democractic fair value. But,here is not any as such preview so that people can feel a kind of relief and pecae of min. That is why people who really believe in democratic value and norms, through which country and people can breath fully in an atmosphere of satisfaction and pride, now needs to show great concern and put valid and moral pressure to the concerned powers and authority to do all necessary steps in ensuring those nobel value for peace, prosperity, stable and strong united Nepal.Jay Nepal !

You are right. What government is doing it’s not majority Nepalese mandate? secondly I too agree bullet and ballot is no more different and now the two words have same meaning as Maoist know only bullet language and they have trashed us by bullet and funny side is that once NC, UML , other declared them terrorist are their partner.
Secondly parliament has no opposition. Who opposed will be kicked out like RPP members have faced. Maoist, NC, UML and other in government are even running government on the way guerrilla runs so people don’t feel secure. People who oppose the policy should be punished. We see democracy moving towards.
Pahadi vs. Madhesi will be a big issue in Nepal now. People mentality should be change. People who call others like DHOTIES, MARSHYA, MUJI MARWADI etc should change now. Right time to change our mind frame if we want Nepal to be remain united.
Democracy can happen when there is opposition parties who can oppose government policies and even government have to be responsible towards its country man. Still we haven’t got into TO, FOR and BY PEOPLE theory and it’s TO, BY, FOR Government theory. I don’t consider there is democracy at all in our country so its fun talking about mandate. First government need to prove that its people government and its not made for people who carries gun and bullet and changes statement each day.
Peace will only come when people having emotion will not be in government. Government should address each problem of its countrymen broadly without hampering other groups.
Hindu is an history and I think tomorrow Nepal will have status like India where Muslim dominate Indian politics and there are different law for all groups of people not a single law for all its people. So let not talk about a Hindu country any more. You knows who have done it its Hindu priest (BAHUN) who turn Nepal into secular country.
