Maoist chairman Prachanda today said that 80 percent of Maoist representatives in the upcoming interim government would be from ethnic and indigenous communities.

It is,indeed, a good and positive approach by providing much priority to the backward communities including ethnic and indigenous  in connection with the aspects of development of country in reality and real democratization of society.But,one of the most important aspect of successfully running of government and society is all the associates envolved need to be competent,skilled,efficient and committed to their job no matter there may not be exactly propotionate  rate of representation.So,both the real representation and competent representation should be equally focused for better and sustainable result.Sometime,changing the name only may not be working,the real thing needed is a tender heart about humanity because there are no class,indeed,among the human being,the only calss is human ,that is why the disparity and inequality among the different classes of people were created by selfish ruler and exploiter.Jay Nepal !

If the countries were developed based on the gender, ethnicity and tribe of the people ruling the countries, African countries like Zambia, Zimbabawe, and Bangladesh should have been most developed, democratic, educated and economically  advanced countries in the world and countries like USA should have fallen back. Zambia was never colonized and has always been ruled by the indigenous Africans but is suffering from civil war for last few decades. I don't have to explain about the democratic situation in Zimbabawe which was declared independent by British a long time ago and has been ruled by Black Africans resulting chaos and curroptions. Similarly, Bangladesh had continiously Women Prime Minister for last decade but still one of the most curropt countries in the world. In contrary, USA never had a black, Women president and has always been ruled by a white male american, still is the world most democratic, developed and educated country in the world.
Mr. Prachanda, you have right to nominate any individuals representing your party in parliament from any race, ethnic back ground or gender because the forth coming parliament is going to be worse than "Rastriaya Panchayat"  having no accountablity and people's representation as even "Rastriaya Panchayat" members had to go through an election process, how undemocratic it may be. I even wonder if this rhetoric of Mr. Prachanda about "indigenous community" is just to avoid public's negative opinion about the people they will select for parliament as they may lack in decent, educated people capable of understanding rule of governance and parliamentary democracy.

It is encouraging news that Maoists are taking steps to ensure that there will not be any discrimination based on race, cast, ethnicity, religions etc and there will be representation in the government from all sectors or ethnic backgrounds. It is the step which other political parties ignored for such a long time even though they call themselves Democratic Parties.

Whatever Constitution is developed after the election of CA, all parties must ensure that there will be Proportional Representative Government based on population distribution and on ethnic demography in future. It must ensure that there will be participation from broader population and finally establish a Democratic system. For this we need a dynamic leader who has a clear vision and who can understand people’s aspiration and who can lead the country at this transitional period.

The political parties should not only be giving priority for the formation of interim Government at this stage but also they must reveal their policies and agendas clearly to the public. They must be able to address all issues we are currently having and all issues that will pop up in future.  They must reveal what short of Modality of Proportional Representative Government they will be proposing. Based on that people will decide which political party will survive and which will extinct.

I agree Mr. Raj66, there should not be discrimination but you can not compare Dahal Baje's case with others. Every government of every country can use force to maintain law and order situation. During that time definitely efforts must be focused to minimize the civilian casualty. Some time one or two unfortunate incidents may take place, depending on the ground reality. Of course, this type of incident is very sad but normally government can not take direct responsibility of that. However, depending on the situation, if any officials use force more than required he may be penalize according to law. Maintaining law and order is a primary responsibility of every government, if they are penalize for this cause no any government can be spare from the punishment, in this circumstances how state function? Even in Nepal, almost all democratic government also had same dilemma in the past. But in the contrary, Dahal Baje killed innocent citizen with using means of terrorism just to reach in the power.
