A US constitutional expert has said that constituent assembly should necessarily ensure proportional representation in order to avoid what he called ‘majoritarian outcome’.

As we are conducting this excersise for the first time we should invite experts who can educate us on the modalities of the CA.After 1990 a person deemed  to be fluent in current affairs asked how elections are won by an individual in a multi-party system.He was unaware of the 'fly by the post system' and today whatever we claim most of us do not have much idea about a CA.
