Bhutan's commitments and words would only be effective when there  will be positive and approval role from India on it.Its useless to initiate any futher process of talk to resolve this issue prior to effort taking India in cofidence. After all,Bhutan position is weak because it already handover its decision making authority to India,so if India's role be positive then it could be sorted out at no time.
