Analysing the CA Poll Results

The post-election political map of Nepal looks all red with the Communist Party of Nepal (Maoist) sweeping the Constitution Assembly (CA) polls from East to the West. While the pre-poll favorites, the CPN (UML), held on to its bastion of support at scattered constituencies throughout Nepal, the mainstream Nepali Congress mostly won by default due to vote sharing between the two leftist parties in the hills and among the Madhesi parties in the Terai. This article looks at the polling numbers of 37 constituencies the Nepali Congress has won in first past the post system (FPTP), and hypothesises, on what could have happened to NC’s performance had the attempted pre-poll alliances of the leftists and the Madhesi parties been materialised.

NC and UML got normal vote as they suppose to receive from their supporters. That applies to other parties as well. As far as the Maoists vote is concerned they grasp all neutral votes, which make them largest party in Nepali Politics and present scenario.

If we give thought how they grasp neutral votes, the answer is because of some votes in whim, other bulk of votes from threatening the voters and also by capturing the electoral station by YCL in almost all constituency throughout the country.

This neocon facist anti communist does not know the science of votes.The neutral votes always remain as largest voters group and are the deciding forces of election.Their charisma have forced the neutral voters to give their true support to them.It is no strange for any intelligent people  of all over the world except for this neocon.Your days has gone for forever.It would be better if you roll your luggages and vanishe from the scene.

CA elections: was it fair?-Som Nath Pandey

   The Maoists who were considered a dark horse surprised many by securing the highest number of seats in the Constituent Assembly in the recently held polls. However, I feel that owing to the unscrupulous means and methods used by the Maoists cadres and the YCL to garner votes and fragile security environment prevailing before and during the polls the Maoists win comes with no surprise. What really surprise me are the superficial reports furnished by various national and international agencies including the statement given by former US President Carter that the election was conducted in a free and fair manner. With over 60,000 national and 800 international observers deployed to monitor the conduct of the historic election, it is difficult to digest that how can gross violations of election code of conduct and many other atrocities perpetrated by the Maoists go unnoticed to a large extent by these observers?. The reason being, that large number of these observers were concentrated in Katmandu or in the district headquarters of other districts. The election monitoring observers' presence in the far flung and remote parts of Nepal was negligible. Furthermore even the presence of security personnel was bare minimum in these regions providing Maoists to unleash their terror with freedom to garner votes. So how can one say that the election was completely fair?

   Even if the reports of the electoral observers are to be believed then the press statement of National Election Monitoring Alliance (NEMA), which is a body of 14 non-governmental, civil and social organizations currently active in Nepal needs special attention . Capturing of booth by the Maoists, beating of rival candidates by the YCL, preventing access to the monitors in the polling centers, clashes of Maoist with other political parties, YCL intimidation of villagers to cast vote to the Maoists and looting of the ballot boxes by the Maoists in various parts of the country are the main features of the press statement.  Similarly, Democracy and Election Alliance Nepal (DEAN) has stated in its report that security situation in at least 10 constituencies was very frightening and in over 37.3 percent of constituencies across the country various political parties and candidates were restricted from carrying out election related activities. Even the Chief of the electoral Commission Mr Bhoj Raj Pokhrel concurred with the facts submitted by various national and international organizations that observed the April 10 polls, that the election was not completely free, fair and impartial due to poor security arrangements and weak law enforcement. Mr Pohkrel had stated during an interaction with the representatives of observer organizations that the electoral commission could not make the election perfect and flawless (Kathmandu Post, May 1). So how can we say that the election was conducted in a free and fair manner? How can the Maoists boost that they have a legitimate public verdict to lead the nation? Why is the international community welcoming the undemocratic triumph of the Maoist in the elections?
   One of my friends who had gone to Sindhupalchok to exercise his franchise told me that he was shocked to see 15-20 YCL cadres armed with sticks and Khukuris stationed at the polling centre. My friend like many other voters was escorted by the YCL cadres to the ballot box and was forced to cast his vote to the Maoist in their presence. The YCL were also threatening the local people of dire consequences if they did not cast their votes to the Maoists. The election officer and the security personnel present there appeared helpless and were just mute spectators to these atrocious acts. Similar incidents happened at several other polling centers across the country. The YCL had acted on the instructions given by the Maoists leadership few days before the polling day. The instructions emphasized on the use of violence and other forceful means to ensure the Maoist dominance in the polls. Some of the these draconian instructions which need special mention were collection of intelligence of all activities of the rival political parties and maintain strict vigilance on them, undertake violent measures against the candidate of other political parties in order to degrade their morale , carry out violent activities to obstruct the pre election campaigning activities of other political parties, mobilize 20-45 armed cadres in each Village Development Committees across the country and coerce the general populace to join the Maoists party, prepare lists of eligible voters who are deceased or out of the country and cast proxy votes in their names, keep weapons in safe caches and use them if required, and resort to any forms of aggressive methods, if needed, to guarantee Maoists victory in the elections. Even Maoist chairman Prachanda, owing to the pressure of other political parties and human right observers to restrain the horrendous activities of the YCL, had instructed his youth organization to become 'Gandhis' until the polls were held. This fact further manifests that the YCL were very much deviated from Gandhi's principle of ahimsa or non violence during pre election campaigning period.

   Another surprising element of the electoral process was Maoists been allowed to contest in the election with the backing of armed militia in the forms of PLA and YCL. How can any election be fair when one of the political parties has thousands of armed militia in its organization? The election commission should have barred them from taking part in the election until these armed groups were disbanded. With the use of these unscrupulous forces the Maoists leadership was able exert psychological pressure on its opponents and people alike. It is a known fact now that in many parts of the country Maoists had de facto control over the election process. It seems that proxy voting, threatening opponents and people alike, use of violence and intimidation have become legitimate practices to win elections in Nepal from now on.  It is indeed sad and disheartening that the much awaited CA election has become a precedent of acquiring power through undemocratic methods.

IT WAS SIMPLE. THE NC AND UML WERE TOO LAID BACK. THE MAOISTS HAD ERODED THE UML'S BASE.THERE WERE A LOT OF NEW YOUNG UNDECIDED VOTERS WHO HAD NOT SEEN 1990. INTIMIDATION WAS THERE AND ABOVE ALL CPN-M WAS A FRESH ENTITY. THE NC's UNCLEAR STAND ON THE MONARCHY AND DIVISIONS ON THIS CRUCIAL ISSUE DENTED IT'S VOTES. CANDIDATES FIRMLY FOR A REPUBLIC SWEPT THE ELECTIONS AS DID THE REGIONAL PARTIES. WHAT WAS MOST IMPORTANT WAS PARTIES AND CANDIDATES SUPPORTING ANY FORM OF ROLE FOR THE KING WERE WIPED OUT NO MATTER WHAT PARTY THEY BELONGED TO, IN ALL THE REPUBLICAN AGENDA WON AND MUST BE HONORED.THE NC AND UML MUST REFORM AND WIN THE GENERAL ELECTIONS WHILE THE MAOISTS ARE A FORCE AND MUST FIRMLY COMMIT THEMSELVES TO THE NATION AND DEMOCRACY.

I think you yourself is blind not being able to see and visualize the real story on what is going on in Nepal. Advise of people like you have brought Monarchy to an end disastrous defeat of the Koirala Clan and RPP.  The people of Nepal have opened their eyes and want to move forward with a change from an old autocratic system to democratic system.

     Certainly,the time is mighter than all,there should not be any doubt about to be a sufferer out of the dire conseqences of the foul game, which have been playing under the grand design by the power-mongers and external conspirates.But,its a crystal clear fact as well that no evil and anti-Nepali force regardless of ints status would be left by time from untouched out of dire consequence which is planted by itself.
    Promoting the only election tourism,digesting the fund available for the cause,being fully commercial-creature and irresponsible and non-commital to job-ethic and above all the dishonesty to ownself, are the major cause of existing problems  found in International and national observation in CA polls.
   The conspirators and external forces are vigourously trying to destroy us by cultivating the grand ideas of dividing us from being united and true nationalist.That is why,time and situation now askinf us to realize the seriousness of  country and  come forward with positive thinking in mind and heart and take immediate initiative to be united for the larger cost of the nation ,people and democarcy.No policy at this very critical juncture be useful and effective to save nation and its glorious identity other than the " Larger and greater unity and reconciliation ".Democracy at the cost of unity and nationality is not worthy,that is why let us be effortful and dedicated to save nation and its democratic future through the strengthening the nationality and unity.

कांग्रेसका सर्तहरूले उसले अब आफूलाई प्रतिपक्षीय भूमिकाका लागि तयार पार्दै लगेको प्रस्ट गरेको छ । हिजो वार्ताको नेतृत्व र माग पूरा गर्दै हिँडेको कांग्रेस आफंै माग राख्ने हैसियतमा झरेको छ । संविधान निर्माणका बेला सरकार र संसद्मा प्रतिपक्ष र सत्तापक्षका रूपमा दलहरूको विभाजनभन्दा सहकार्यको आवश्यकता पर्छ । यसर्थमा उसले एकपटक फेरि नकारात्मक राजनीतितिर र्फकन खोजेको छनक देखाएर गलत सन्देश प्रवाहित गरेको छ ।

अर्कोतिर, संविधानसभाको पहिलो बैठकको मिति तोकिइसक्दा समेत आगामी सरकार कस्तो बन्नेछ तथा सभामा प्रतिनिधित्व गर्ने दलहरूबीच शक्तिको बाँडफाँड कसरी गरिनेछ भन्ने टुंगो लाग्न सकेको छैन । गिरिजाप्रसाद कोइरालाले औपचारिक रूपमा सत्ता त्याग्ने सूचना दिएर माओवादीलाई सरकार गठनको पहल गर्न आग्रह नगरुन्जेल यो अन्योल कायमै रहनेछ । सत्ताबाहिर जान नमान्ने कांग्रेसको लिच्चड प्रवृत्ति र कोइरालाको सत्तामोह यसमा सबैभन्दा ठूलो बाधक बनेको छ । वर्तमान राजनीतिका प्रमुख कार्यसूची माओवादीले स्थापित गराएको तथा उसैले निर्वाचनबाट ठूलो दलको हैसियत बनाएको सन्दर्भमा गिरिजाप्रसादले राष्ट्राध्यक्ष दाबी गर्नु सात सालको क्रान्तिपछि मोहनशमसेर र पछि मातृकाप्रसाद कोइरालाले प्रधानमन्त्री बन्नुजस्तै अराजनीतिक प्रवृत्ति हो । मुलुकलाई आफ्नो इच्छाको दास बनाएर द्वन्द्वतिर लाने कांग्रेसको दुराशययुक्त सर्त वर्तमान शान्तिप्रक्रियाको ठूला बाधा बन्नसक्ने खतरा देखिन्छ ।

I believe there is truth in both of these statements...

If you are from a wealthy family and part of the higher caste system, if you have many houses and a lucrative business or 10, then you may well be about to suffer...

But if you are from a low caste and have no property, no education, no training and no priviledges then it is understandable that you would feel great hope that things are about to change!!!

Because all the other political parties have continued to line their own pockets and look after their own people ...

However, only time will tell if the optimisim of the many poor and underpriviledged Nepali families is justified. We must watch and wait and see...

But a question I would like to see you ask yourself is this:

If you are from one of the under-classes, the poor and displaced and disenfranchised... how will you make the rich people suffer? What is your plan? Are you intending to treat them violently or take away everything they ever worked for? Or maybe you will burn and destroy it (then nobody will gain...)

Because once you all have the opportunity to work and earn money and acquire things of your own - will you be happy to see someone else come and take it off you because they are jealous?! Where will it all end?? Not all rich people are corrupt. And not all poor people are innocent of corruption - it is just that they have less opportunity to practice it!!

There is a common practice amongst Nepalis to offer work to their brother or cousin brother. Does he have the right qualifications? Who cares! He's family - give him the job! That also is corruption, my friends. An abuse of authority and priviledge. When looking for someone to fill a job vacancy the prime consideration surely should be given to someone who can do the job? My friend's charity was told they had to give a driving job to someone's brother because he wanted work. But he couldn't drive!!! Now if this was a country full of Nepalis who couldn't drive, then maybe he could be trained. But there are many many Nepalis who CAN drive... so therefore he is not suitable for the position! He could be considered for a job for which he has training or which doesn't require such a particular skill...

In the new Nepal (whatever that will eventually mean) the lower castes will hopefully have much better living conditions and more options open to them. However, without extensive education and training so that you are useful to the very society that you are a part of, it would seem that big promises of jobs for everyone within 10 years (or whatever the exact promise was) is actually pie in the sky... In other words, it is not possible. But it does sound good when you wish to get elected!!!!

May all Nepalis, and I mean ALL Nepalis, allow the love in their hearts to shine through...
May you all feel compassion for yourselves and for those around you...
May you all practice forgiveness and learn the art of letting go of grievances...
May you all focus on the best way forward for Nepal that looks after ALL Nepalis - for you are all entitled to be part of the picture (rich or poor or in the middle)
May you all succeed in creating the life that you aspire to...
